TxDOT Houston District proposes to construct a new transportation facility to serve areas west of the Houston Metropolitan Area.  Due to the lack of adequate north/south transportation facilities west of the Houston core, the facility is being developed to provide more efficient north/south mobility between, in general, the Needville and Hempstead areas.  A new facility would improve connectivity and mobility, add an additional transportation route for hurricane or other emergency evacuation needs, and help relieve congestion issues on existing roadways. The project is divided into two segments, north and south. An individual Environmental Impact Statement (EIS) is being developed for each segment. The proposed facility is anticipated to be, in total, approximately 65 to 75 miles in length and located in Fort Bend and Waller counties. Read more at TxDOT's page here.

In 2019, Dan Rudge, the Executive Director of the MPO, addressed the Bryan City Council about the development of a new highway intended to bring shipments from what will soon be the deepest port in Texas receiving larger container shipments. Rudge stated that Union Pacific Railway will utilize that path from Freeport to their new yard outside of Mumford, Texas near Hearne...which may or may not be defunct. In November 2023, Rudge teamed up with Michael Parks, the Director of the Brazos Valley Council of Governments to make a presentation to the Highway 36A Coalition on the importance of tying into the Bryan/College Station area. (BCS MPO Dan Rudge Texas Triangle Parkway Presentation to Highway 36A Coalition). The Highway 36A Coalition is an organization of local governments, elected officials, private businesses, and individuals working together for the development of 36A. Areas that are used to heavy traffic don't even want this highway. “We don’t want this in our backyard,” said Katy resident Ron Stefani, who also serves as a board member for Cinco Southwest Municipal Utility District No. 4. “Nobody wants this heavy traffic, ... and we don’t know what is going to be coming out of Port Freeport.” Source HERE.
